Biography

 

Mr. Dexter Anthony Smartt hails from Jonestown Mahaica on the East Coast of Demerara, where he began his formal education. He later moved on to the North Georgetown Secondary School in Georgetown then the Nations 6th Form College where he graduated with an ‘A’ Level Diploma from the University of Cambridge. Mr. Smartt thereafter moved onto the University of Guyana where he obtained a Bachelor’s Degree in International Relations in the year 2015 then Bachelor of Laws Degree in the year 2018. He thereafter attended the Hugh Wooding Law School from the period of 2018 to 2020 and graduated with Legal Education Certificate (LEC) from the Council of Legal Education (CLE) in November, 2020.

 

Mr. Smartt also holds a Diploma in Global Leader from the United Nations’ established University of Peace, a Certificate in Introduction to International Criminal Law from the Case Western Reserve University, a Certificate in Oil and Gas Industry Operations and Markets from Duke University, and a Certificate in Energy, Environment and everyday Life from the University of Illinois. He is currently enrolled in the University of Burmingham pursuing a Master’s Degree in Energy and Environmental law.

Mr. Smartt contributed to two locally published books by Ram & McRae; the Value Added Tax Handbook and the Companies Act Handbook. 

Over the years, Mr. Smartt has worked with multiple private firms, Government institutions and non-governmental organizations, including The Inter-American Development Bank, Christopher Ram and Associates, The University of Guyana, and The Guyana National Youth Council. 

 

He has also been an active volunteer for over twelve (12) years with multiple organizations, he sits on multiple boards, is a member of many Organizations and Associations, and he founded his own Organization, the Ubuntu Foundation, in 2019.

He served on the Resource Mobilization Committee for the Caribbean and Americas Regional Committee of the Commonwealth Youth Council (CYC) from January 2019 to September 2020 and represented Guyana at the 2020 Caribbean Regional Youth Council Summit in Trinidad and Tobago.

Mr. Smartt has experience many areas, including mineral mining, Company/Commercial law, environmental law, Natural Resources Law, Civil Litigation, Criminal Litigation, Estate Law, International Law, Company formation and real estate. He has been counsel in a number of high profile matters in Guyana.

Outside of litigation, Mr. Smartt has worked with Regulatory reform Organizations to modernize legislations and regulations locally, he has advised local companies on their employment contracts and has been an excellent legal draftsman.
